Foreign students with soon-to-expire CAQ granted extension

The Quebec government will immediately renew the Quebec Acceptance Certificates (CAQ) given to international students if they are due to expire between 30 April 2020 and 31 December 2020.

During the current pandemic, the Ministry of Immigration, Francization and Integration (MIFI) made the announcement on Thursday, April 30 and said that the decision was a response to the concerns of its many educational partners.

“The aim is to facilitate the actions required for international students who have already completed their studies and who, due to current emergency health conditions or the temporary interruption of their courses, are required to extend their stay in Québec,” said the Quebec Immigration Ministry website.

Most students in Quebec must receive a CAQ before applying for a study authorization from the Canadian federal immigration officials.

The Ministry of Education of Quebec wishes to stop arbitrarily penalizing international students who have not, owing to the coronavirus epidemic, finished their studies in the winter or summer of 2020. The automatic extension of CAQs will help these students to renew the study permit with the Federal Government because they will not need a CAQ renewal process temporarily.

The government says “these students should apply to the federal government so that their research permits can be expanded as long as practicable without needing to require new CAQs, allowing them to retain legal temporary resident status and to finish their studies before their courses commence,”

No fees will be charged to foreign students to extend their CAQ. The policy today is not available to students that are involved in obtaining a CAQ for the fall semester or who have a CAQ that expires after 31 December 2020, the Ministry said.

Québec has almost 90,000 students from abroad. Since 2013, its population of international students has doubled.
